Soil Pressure Resisting Moment from Steel Post Embedded in Concrete Pier

I have to design structure for an 8'x4' sign (8' is horizontal dimension) - to be mounted to two steel posts embedded in concrete pier. The steel embedded in concrete design is not a problem. What I need is a procedure to figure out the pressure on the soil from the concrete pier wanting to turn over.
