Anyone know why low voltage transformers rated for 600v and below do not have a BIL rating or that we are not too concerned with the lightning and switching surges at these levels?

What ratings are you speaking of?? Voltage transformers made to IEEE C57.13 for 600V class (and less) have a 10kV BIL requirement.

You are right. But when working on 600v and below we don't (or I haven't) really been concerned with the BIL rating compared to working above 600v.
