Why does this paragraph only specify that these types of repairs be performed with SMAW only? Why not GTAW?

Only the individuals responsible for incorporating the requirements can answer your question. The slag system produced by the low hydrogen electrodes will provide for a slower cooling of the deposited weld metal than will occur with GTAW.

And subsequent as deposited hardness which is what temper bead welding is all about, is typically lower with SMAW.
