Where does NFPA 13 start in a commercial building? A Civil guy will tell you 12" above finish floor and others have said it starts on the service to the building. The building slab was poured around the 6" system riser without a sleeve. The Sprinkler contractor says it was the civil responsibility. The civil says it's the sprinkler responsibility.

This sounds like more of a contract language issue. A sprinkler contractor who doesn't clearly identify in his tender proposal where his scope begins and what his proposal does or doesn't include probably won't be a sprinkler contractor for long.

Without a properly written proposal, the spinkler contractor is basically giving somebody else permission to define his scope - on his dime.
