To account for weld stress distribution a welded connection can be designed for fpeak or 1.25 x favg.
Where is this stated in AISC. I see it the seismic design manual example problems when using the uniform force method but is this referenced in the the seismic design manual or AISC specification somewhere?

I don't think it is stated in the specification. However, the Steel Construction Manual (13th and 14th edition page 13-11 in the "available strength" section) states the welded connection should be designed for the greater of the peak stress and 1.25 times the average stress.
