Does a single bevel groove with backing qualify a welder for single bevel open root, or no root and the back side is backgouged to sound metal and welded.

The ommission of backing (if used in the WPQR) is an essential variable for welders and welding operators. Matters not if you back gouge and reweld...

If your welder is qualified with backing he cannot weld open root but he can backgouge and reweld the second side,

Let me rephrase my question. The companies welders are tested in the 2G position only. The weld joint is a double bevel groove weld with backing.The welding process is FCAW with CO2. I am in the process of obtaining copies of their PQR's but they are resisting. The weld joints being welded in the shop are single bevel with backing. The backing is slightly curved? They have a drawing detailing this joint. The welds are all made in the flat position with the product being rolled so the welds are made in the 1G position. These weld joints are being UT'd & they are getting a lot of repairs. They want to eliminate the backing, grind a small bevel on the ID of the tube which is butted ( no root gap) against a thick flange like plate. Weld up the small bevel on the ID. Then air-arc from the outside to sound metal and weld the outside. Are the welders qualified for this?
