can a grating with length 713mmLx713mmWx75mm thick withstand HS-20 loading?

I don't know. Can you look it up in a table?
You might want to know the material, the bearing bar thickness and spacing.

This is one reference: I have no idea what your conditions are, but HS-20 appears to be a 32,000 lb dual wheel, dual axle truck and semi-trailer.

But we don't know what your grate is capable of carrying because - as pointed out above - you failed to define your grating and your safety margin.

I typically spec Fisher-Ludlow grating and they have decent load tables.

Don't trust all the manufacturer's load tables implicitly. I have run across steel grating products that, although "rated" for H20 or H25 loads, did not really meet the AASHTO loading requirements when you looked closely, or asked questions.

Thank You, It help a lot... If HS-20 has 32,000 lb dual wheel means one rear wheel weight almost 10 TONS included the 30% impact..
I am not really sure, but following our formula, It can withstand the HS-20 Loading...
