PQRs Applicability for a new welding job

(OP)
We need to weld a branch connection of 10 mm thick branch pipe to a header of 30 mm. P.No. is 1. Impact test required and PWHT mandatory.
Two PQRs are available with following thickness ranges:
1. 8.5 - 17 mm (without PWHT) impact tested
2. 16 - 48 mm (with PWHT) impact tested

Can I use these PQRs for the said welding job?

No. The thin wall PQR must be requalified with PWHT since PWHT is required for the production joint.

Agreed with WeldStan.

You will be better off having both (and other applicable), procedures tested/accepted with PWHT...then you can use them for non and for PWHT applications should the need arise. The extra cost of having a series of CVN's performed is often outweighed by the fact that if you need said procedure NOW, you have it and can save weeks sometimes in getting a New PQR approved by the regulating authority in your jurisdiction...which can be costly by potentially not getting the job in the first place. Having someone familiar with WPS/PQR's review your procedures en masse is often a good practice IMO. You might be surprised by what you find.!

You cannot use a PWHT PQR to weld a non PWHT production joint and vice versa. (see QW 407.1)

You do not state your construction code, this can quite often have a bearing on the PWHT requirements,
