ASME BPVC sec IX welding procedure

(OP)
I appreciate your thoughts on this.

We need a ASME sec IX welding procedure to cover welding P1G1,2,3 to P1G1,2,3. I want to cover up to 1 inch wall thickness. Proven impact property ir required. I noticed companies are using two PQR welding dual rated 516 Gr60/70 to group 3 plate in 0.249 and 0.5 inch thickness to cover range.

-What is dual rated 516 60/70? Material list of ASME sec IX does not have dual rated material.
-Any idea on number of PQR and how to proceed on this?

Assuming the weld filler metal is the same, you will need qualify 4 impact test coupons.
