Where does the NFPA code began in a commercial building I have been told Civil covers the service main until you get 12" above FF?

If you are asking who actually does the work, the UA usually claims U/G fire-only mains for the sprinklerfitters, unless it is a multi-trade local. Up here on the Canadian Prairies, it is almost always combined fire water/domestic and the non-union plumbers snag that work.
