I have not seen any recomendation in API for the use of clips welded to the internal side of the tank.
There are details for columnns support, but not clips welded on the Wall and floor to supprort pipes.
This is important if the tank is going to be painted inside. There is low thicknes or the portected film in the fillet Weld between attachmente and Wall and ti can have stress concentratin and esposed área of corrosion
Can you tell where if Ap sas something about this type of attacment?

Please see 5.8.1.1 for rules regarding permanent attachments to the tank shell. These apply to attachments internally or externally.

If you are concerned about coating failure at the attachment point, it is possible to specify additional thickness of the coating at the attachment locations.
