Usually culverts, sewers, and the like are selected for the earth load and traffic above they can carry. That load is generally assumed as the column of earth directly above plus traffic effects.. However, with proper bedding, sometimes the pipe can carry a greater load. As to documents, I'd defer to the manufacturer's class of pipe and his loading information. More can be found at ASTM and American Public Works AssS'n as to standards for buried pipes.

To design buried pipe, performance limits (failures) must be identified. The engineer is required to make the determination using the pipe material specification and soil qualities.

The other thing to consider is the amount of settlement that the load will generate. This is a big issue with existing pipes when new fill or footings are being considered.
