A customer called us because they have a pressure reducing station (Natural gas). It is located in the open and on it goes a 13.8_kV distribution line. The client is concerned about the possibility of an accident if one of the lines fall on the gas station, so the customer wants to place a cooper wire mesh below the line with two down conductors for grounding.

I have no references on this type of protection system so I was wondering if anyone could know what standards could be applied to the design of a system like the required (API, IEEE, IEC...). Thanks in advance.

I don't know of any standard other than the NESC Section 234 that may be applicable. I wouldn't try to engineer a "just in case" solution because if it fails the the blood is on everybody's hands, including yours for agreeing to the solution, if there is an accident. I would also be concerned with the Gas Co. doing maintenance work at this location and making contact with 13.8kV with a crane or other equipment if the line truly runs directly over their equipment.

The best fix would be to relocate the overhead line for a couple of sections, either to a new location away from the Gas Co. equipment or even underground. I've had to deal with something similar in the past with another 3rd party (not Gas Co).

A $15K-$20K line relocation has a better payback than a $5M-$10M lawsuit.
