Is secondary containment needed for a methanol tank, an amine tank, corrosion inhibitor tank?

Yes, most of the codes require 100-110% containment. The tank(s) should be designed double skin and have specific venting requirements for methanol or amine storage. Refer also to the local government regulations regarding the storage and handling of flammable and combustible liquids. You might need also refer to specific standards like UL-142 or similar. Conversely, you should look up the design and operating conditions for amine service. Venting and blanketing is a big issue.
Finally, your question is tricky because you cannot have a concrete bund for amine service, but you might have one for methanol service, depending on concentration, location, etc.

Obviously, above is valid if the particular application can be defined by EPA as 'oil', even if technically is not an oil.
