This tool is essentially a spanner for tightening nuts etc. and to prevent them from being 'over tightened'.
It can be a hand tool, or pnuematically operated.
It has an adjustment on it to set the maximum torque that can be applied.

In a machine design aspect a torque limiter is just that, a device that limits the maximum amount of torque, usually incase there is a falure. Just like a fuse is in the electrical sense, a torque limiter is a mechanical fuse.
