Are there any regulations that would prevent a contractor doing work within a 69 kv substation from installing a mobile office trailer within the fenced area as long as all clearances are maintained?

Not that I'm aware of. It's pretty common. Many utilities would want to stipulate that they would have to have someone there anytime the contractor is inside the yard.
