How can we check whick one is stringent design condition(design pressure and design temperature given) without designing a vessel for a sa 516 gr 60 material.
3 conditions are
1) 3.8 kg/cm2 @ 350 deg c
2) 0.7 kg / cm2 @ 395 deg c
3) 5.8 kg/cm2 @ 190 deg c
3 conditions are
1) 3.8 kg/cm2 @ 350 deg c

without having the slightest idea of the vessel size, shape, volume, and other key info, there's no way any one here would be able top provide you a correct answer.
your question is too vague.
I suggest you answer your own question. what you could do is pick a design code (if you're free to pick one), or apply the contractual code, and dos some basic calculations for wall thickness in the shell and head, work out a costing sheet, and come up with an answer.

Assuming the vessel is just an ordinary one, the term "stringent" normally means thicker plate for pressure and temp, and normally will cost more by more material and welding.
So, thickness = stringent factor= proportional to factor of (design pressure/allowable stress).
