What is required for a contractor to weld attachments to the outside of an ASME Pressure vessel that carries a U - stamp?

He would need to be a certified welder to carry out the weld, I'm not in the USA but I know from pressure vessel experience here that the welder needs to be certified against the standard he is working to.

Typically, welding to the outside of a pressure vessel requires a National Board R Certificate of Authorization or compliance with API 510. For either standard, NBIC or API 510, the welder must be qualified to ASME B&PV Code Section IX along with the welding procedure specification.

In general, the Contractor will need tohave an R Certificate of Authorization from the National Board.
