Is there a standard or code for post weld heat treatment? Either astm, aws, asme, aisc or anything? I'm butt welding two flat bars end to end and there will be a fair amount of elastic bending in the material use so i would like the welded area to be annealed so that it is as ductile as the rest of the parent metal.

The individual codes have their own requirements for PWHT. In D1.1, PWHT needs to be specified by the designer, though D1.1 itself does contain rules for furnace PWHT requirements. For execution of the PWHT operation, AWS does offer D10.10, which while directed towards piping and tubing, may also be invoked by the Engineer for localized PWHT in a structural member as well.
