Can someone shed some light on why in EN ISO 15614-1 hardness survey is not required for stainless steels in group 8?

Hardness Survey is not required for :-
Steels in Sub-group 1.1 (yield strength of 275N/mm2 or less)
Stainless Steels in Group 8
Nickel Alloys in Groups 41 to 48

RE: Group 8 stainless steel and hardness testing

Usually 300 series of austenitic stainless steels (P No 8) are non hardenable steels.Welds and HAZ will not show hardening effects under the influence of welding thermal cycle. Hence these alloys are exempted under normal service condition.

Exemption from this rule does not apply for sour service. MR-0175/ISO 15156-3, recommends hardness measurements under clause 6.2.2.2.2.

What're the service requirements applicable or the design requirements you've in mind ???
