I have a question about lethal service requirements. im currently working in a unit that has pressure vessels originally constructed to sect VIII Div 1 normal fluid service. There was a project that changed the chemicals to lethal service. So these vessels that were constructed to normal fluid is now operating in lethal service. There was no rerate, design, or nameplate changes at all. There are many pieces of equipment with threaded connections in lethal service operating in the unit. I have asked the question to the appropriate people and was told that we are not a coded state so there is no requirements. I don't agree. Is this in compliance?

Hi Thermopete224,

The logic put forward above is not true. Please go through API-510, SECTION 6—INTERVAL/FREQUENCY AND EXTENT OF INSPECTION.
Clause 6.2.2 Vessel Service Change:-

6.2.2.1 If the service conditions of a vessel are changed (e.g. process contents, maximum operating pressure, and the maximum and minimum operating temperature), the inspection intervals shall be established for the new service conditions.

No pressure vessel can be changed from normal service to lethal service without design review, approval and rerating as required.

The issue is every pressure vessel is a killer.Hence the owner "Must Have" the responsibility to operate it in the safest manner. I am not sure about you location. In North America every state has a jurisdictional authority, who certifies pressure vessels. May be you need to find out the same in your state and contact them for necessary guidence.

1) Isnt Normal Fluid Sverice a piping designation, i.e. B31.3 related, and not vessels (VIII-1).
2) Isnt lethal service something that's designated as such by the user and/or designated agent, not by a chemical? See UW-2a)
In the same sense chemical substance/fluid doesn't make a Cat M Fluid service in B31.3, but the owner 'makes' a cat M Fluid service?

Make sure you're not misunderstanding "lethal service". There are all kinds of chemicals that can potentially kill people that are not classified as "lethal service".

When you say. Code State seems to me you are in the us or us territories. It is OSHA the one who you will answer to. I do not think a vessel.can be retrofitted or altered into lethal service easily. The owners will learn after they have killed a dozen or more people.
