We're in the final stages of submittal for a wastewater treatment plant. The tank on the plant was large enough (around 200' x 100') that adding an expansion joint seemed prudent. Our detail for the expansion joint is attached, as this is our first time designing a tank this size, I'd love some feedback on any possible problems with it.

First of all, I'd go with profile 738 from greenstreak. You don't want the 3/8 to 1/4 taper and that thin centerbulb might tear. I'm not a believer in the smooth dowels. It's unlikely they're going to do much good if you get significant movement. Some peolpe like them, so to each their own.
The Cadillac of sealants is Sikaflex 2c. I'm not sure what Sika Tank is, but the sealant can make or break an EJ. It's the only visible part, so if it tears, you're going to hear about it. You'll need to shape the sealant and use a bond breaker. Pay attention to all the Sika sealant literature. Ignore it at your own risk. Bond breakers and rubber fillers seem unimportant, until you've ahd a couple of hundred feet of sealant ripped out and your boss has to pay for it.

My personal preference is for an external water bar, rather than a central bulb type.

Also, is you dowel bar capped for half it's length? The diagram seems to show the cap less than this?
