I have an existing vessel of A283GrC and I intend to use it for Propane at ambiente temperature (min 14 C). In case of depressurizing to atmosphere, temperature can be as low as -42 C due to evaporative effect. The minimum temperature reported by ASME for this material is -20 F(-29 C). Can I use this vessel for this service?

No. This would be considered an alteration because the minimum design metal temperature is being lowered - rerated. This material would require impact testing to be performed to support an alteration for a pressure vessel. Because A 283 Grade C material will not achieve the necessary impact energy requirements at -42 deg C, it could not be used for this service condition.
