For super duplex with impact test, and qualification code is in accordance with IX and B31.3, should the qualified wall thickness range follow SECTION IX or B31.3.
Since the charpy test (at -46°c) is not as required by ASME B31.3, my interpretation is that WPS qualified wall thickness range should follow SECTION IX.

I would like your input.

What do you mean by "not as required" by B31.3 ? - that is a bit different to "not required".
Do your project specifications require impact testing ?

I've done some qualifications of cast SDSS in the past, the Cv is usually put in as a way of monitoring the material for sigma and intermetallics. I would stick to Section IX but be aware that QW407.4 which limits T qualified to 1.1T will probably apply if you are solution anneal after welding.

If the material has been qualified with impact testing then in my opinion it is recommended to follow the minimum qualified thickness limit imposed through QW-403.6. Maximum qualified thickness depends if the coupon was given solution heat treatment as per QW-407.4

As per B-31.3:-
Qualification of the welding procedures to be used and of the performance of welders and welding operators shall conform to the requirements of the BPV Code, Section IX except as modified herein.
-When impact testing is required by the Code or the engineering design, those requirements shall be met in qualifying welding procedures.

Is there any other design document, such as clent's specification?? If -46 Deg impact is mandated where does it come from, B-31.3 or client/project specifications?? Usually Duplex/Super Duplex S.S is never chosen for "friendly" design" conditons.Hence qualification of WPSis always a challenge.

If there is no definite guidelines for procedure qualification, please read through, API TECHNICAL REPORT 938-C,Use of Duplex Stainless Steels in
the Oil Refining Industry.This document is quite detailed and helpful.
