We have a sootblower that has its own control panel that will control the driving of the lance, it can be started and stopped remotely by the DCS or locally with pushbuttons. My question is that, this remote start signal in the control panel is a dry contact which is normally open, how can the clients DCS close this contact to begin the sequence?

Use a DCS compatible relay. Connect the relay contacts in parallel with the dry contacts. Beware that you are not in parallel with contacts that are part of a three wire control circuit. If so, you will not be able to turn the panel off as the internal contacts will bridge the remote contacts once you have bypassed them. You may need both on and off signals to control a three wire control circuit with the DCS.
