How can I find solution to make a sloped steel beam supported by a baseplate embedded into a top of concrete wall achieve the full bearing area as the beam will be tilted so the bottom flange will not be set on the baseplate to achieve a full contact area

Would first check to make sure bearing is your issue. For most wide flanges it won't be bearing but buckling or crippling of the web that would govern. If you absolutely need full bearing you could weld to a bent plate (that is then welded to your baseplate) that has been fabbed to accommodate the appropriate slope. If bent plate bending is a concern you could inject under bent plate with non-shrink grout. Contractor will likely hate this option.

What would be even easier if bearing is not an issue is to cope and weld web directly to base plate and then design and add stiffeners where necessary.

Please, avoid run on sentences. Will your beam be set on a base plate or not? You say both.

You can taper a base plate on one side to meet the slope of your beam. The other side of the plate is flat to be flush or embedded in the concrete
