We are replacing stress cones on a 35kV system as a result of a recent cable fault. During the installation of the new cones it was sugessted to add heat shrink overlapping the the new stress cone covering the ground braid completely. In my experience I have never seen this done and I am a little concerned of any long term effect this may have on the new cones. Can anyone comment if this is common pratice or if there are any long term effects by doing so.

Cables may or may not be grounded be grounded at both ends and an accessible ground wire helps in doing shield checks but shield test is preferrable done tested at the braid at both ends to the conductor.
we have found broken shield just above the connector to the stress cones for installation where there was ample room between the connectors and the terminals/stress cone assembly.
