Could anyone please advise me as to the IEEE requirements for wiring a 9.5 Kw electric shower

Off the top of my head I can't think of any IEEE requirements for a shower.  Are you refering to the water heater for the shower?

Whatever requirements there are would be electrical code rfequirements.

In UK circuit must have a 0.4 sec disconnection time
Watch out for supplementary equipotential bonding
A 30mA RCD can be fitter to reduce shock risk
Read BS7671 Part 6 Section 601 for Locations containing a bath or shower
