A vendor is welding a bevel groove weld on dissimilar metal thicknesses and has submitted this SWPS. One thickness is 0.145" and the other is 3/8". The weld metal thickness is 0.145", so it is a partial penetration weld. He is qualified for the base metal and weld metal thicknesses, but he is not able to use this SWPS for this application because it can only be used for full penetration welds with or without backing? Is this a correct interpretation?

It is my understanding the SWPS's cannot be revised whatsoever. That is one of the downfalls of using SWPS's.
