For forged Stainless steel fittings and flanges which meet NACE MR175 requirements, is SSC test mandatory for these material? if yes or no, please specify the clause of the standard.

Why not read through the standard and conclude for yourself? When you say 'meets NACE MR(0)175 requirements,' do you mean that you have also confirmed the environment to which the material will be exposed to and found it acceptable?
