Will the tensile strength of weld specimens(pipe) when machined to and tested in accordance with both AWS B4.0 and ASME Section IX vary significantly ? Will the maximum load be affected by the size of the reduce area for both AWS B4.0 and ASME Section IX (pipe) during the tensile test?

The test results should be similar when testing to AWS and ASME assuming the samples are machined with the same care and same finish. Differences in dimensions can influence the ductility and UTS, but that difference is when comparing small test specimens to those that are very large (think full sized specimens for Jumbo structural shapes).
