SA358 is a material grade included in ASME IIA as an ASME recognised material.
The specification is for Electron Fusion Welded Pipe with the addition of filler metal.

However in ASME VIII section UG-8 sub note 3, it states that pipe or tube welded with the addition of filler metal may not be used for code construction.

Therefore it what circumstances would SA358 pipe be acceptable for use in vessel construction.
Must it only be supplied with a partial data report (manufactured by a ASME certified shop) ?

Any feedback would be appreciated.

Please re-read Note 3 in UG-8 below. Second, if you review ASME Section II, Part D, this material is not permitted for use as pressure boundary material for vessel construction for Section VIII, it is permitted for Section III (nuclear).

3 Pipe and tubing fabricated by fusion welding, with filler metal added,
may not be used in Code construction unless it is fabricated in accordance
with Code rules as a pressure part.

Footnote 3 means SA 358 material can be used to fabricate pressure parts, not shells or heads, following rules applicable to fabricated pressure parts used within a vessel.
