NR-13 Appendix III, 1.a. states that P*V >8kPa * m3 are pressure vessels.
It would therefore seem that NR-13 classifies a tank 6m dia x 6m high with 0.25kPag pressure (42kPa*m3) as a pressure vessel.
However, in North America this tank would be designed to API 650, not ASME BPVC.
NR-13 Appendix III, 2.f. states that
"tanks and reservoirs to store fluids which are not
included in design standards and codes related to
pressure vessels;" aren't pressure vessels.
Which design standards and codes related to pressure vessel - ASME BPVC?
Does this mean the 6m dia x 6m high tank at 0.25kPag pressure? How about one 2m dia x 4m high tank at 70kPag.
ASME BPVC, would not require either one to be designed to ASME BPVC.

It seems that you are right, quite confusing statements. Could be the translation in English the source of the confusion?
The "Clause 13.6.1.1. The application field of this Regulation Standard, referred to pressure vessels, is defined in Appendix III." is referring clearly to Appendix III for the definition of pressure vessels. However, the 6x6 storage tank at 0.25kPag is not a pressure vessel.
Perhaps someone familiar with the original NR-13 could shed some light.

Note that ASME doesn't have any provisions for a flat-bottom tank supported by soil, so the configuration of a "typical" API-650 tank is distinctly different from a vessel.

Dear coold,

By NR-13, appendix III, 2(f), any equipment designed by API-650 or API-620, that are not pressure vessel codes, are not included in NR-13 scope.
