I have a client that requires a Max 22 RC hardness for a particular service. Welding deposit with ER-309 per approved WPS and PQR will produce a much harder than 22 RC hardness. Is there a way to achieve this on a disimaliar weld like this?

Carbon Steel to 316L SS
Would Inconel get you below 22RC?

If the hardness restriction(22HRC) is only for welds, E/ER-309 also may get you there.Advisable would be :-
- to use 309L, carbon restriction to to the max limit specified in SFA 5.9/5.4
-ask for hardness test results on the all weld deposit of E/ER-309L, preferably should be at least 30-40 points below (rule of thumb) required 22 HRC criteria
-if it's a groove weld control the welding parameters for the root/first pass to control dilution.
