Are there any codes and standard governing pressure vessels & piping submerged in water? Any ASME Standard in addition to ASME VIII out there that to be consulted? The pressure vessel subject of our design shall contain steam up to 40 psig & to be located in basement of a building that could be flooded due to a postulated event. The material for vessel shall be CS. Thank you for your inputs

Second, I don't see why you could not design the vessels and piping to appropriate Codes such as Sec VIII, Div 1. Know the postulated static head external?

You cannot use ASME VIII if:
a)The vessel is under any other part of the Boilers and Pressure Vessels;
b)Your vessel is directly in contact with fire;
c)Your vessel is part of a rotating or reciprocating device;
d)Your system is a piping system (the goal is to allow flows);
e)Your system is a hot water tank;
f)Your vessel is for human occupancy.
The fact the vessel can be under water is a concern for external pressure calculations. Please check U-1(c)(2) of Section VIII div. 1.
