If the load current exceeds the pick up values on an electronic circuit breaker, will it cause the breaker to operate? Or will it only operate with inrush current?

If the current is above pickup it will trip, but it may take a while. It may or may not right above pickup, but certainly by 1.5x pu.

Sorry I should have been a little more specific, the breaker in question is a first generation Cooper Nova for a 25kv distribution system. Thanks for the feed back.

That would be a recloser, not a breaker. The instruction manual should tell what the minimum trip is in terms of pickup, but you still don't want to be operating above pickup.

You are correct, with this being an electronic device you can program control perimeters to make it a multiple operation device which would make it a recloser. Sorry for the poor terminology.
