When using a hole and slot for datums can the be offset from the hole. This is a make from design and I was not aboe to align the hole and slot.

Yes, you can call out a hole as a datum feature and a slot as another datum feature and they do not have to be aligned.

For a confirmation of powerhound's words, you may want to take a look to Y14.5-2009, page 74, fig. 4-32.

I could not find proper example in '94 edition of the standard, but this absolutely does not mean that such practice was not allowed in pre-2009 era.
