Is there a way to estimate an air conditioner COP vs outside air temperature?

Assume that condensing temperature is 15F higher than outside temperature.

Look at compressor capacity and power curves.

if you have assess to any capacity table, don't you have power draw figure in the same row where capacity figure is stated?

Manufacturers typically have tables taking into account OAT, and inside temperature, which both impact COP.
in addition load has influence.

The ARI values are based on standard indoor/outdoor temperatures for comparison. but this only tells you how the unit compares to competitors at those conditions.
If you run an energy simulation you need to get ambient relief curve etc.
