I've built a heat exchanger for a cooling system that will be immersed in cold water. I would like to cool both an engine and the exhaust manifold in a closed circuit. I'm wondering if an aluminum heat exchanger with about 10 square feet of surface area immersed in 60f water would be sufficient to prevent the coolant in the system from boiling. The exhaust headers are water jacketed in a closed system. Been a whole since I've done any intense thermo calcs. The engine is a gm 181 ci hyster forklift engine. Any thoughts advice? Something "cool" to ponder.

In an aluminum workboat, that would be called a 'keel cooler'.
They are often fabricated from half-pipes or channels welded to the hull plates.
They also typically have quite a lot more surface area than you mention.

Engine manufacturers often provide software to help size keel coolers for their marine engines. An engine dealer can probably get you a copy.

It is indeed a keel cooler. Fabricated from half inch square tubing there are nine tubes at 30 inches in length connected to the intake and outlet manifolds. The flow rate of the coolant in the system I estimate at 60 gpm. The flow rate around the cooler would be essentially an unlimited reservoir for heat dump as it is constantly flowing new water.

The last keel cooler I worked with comprised about nine x ~30 foot lengths of 2" half pipe per 4.5 litre John Deere Marine Diesel.

The boat is not always traveling fast, and you have to allow some cushion for paint, barnacles and other marine growth.
