I am new on tailing dams though have some experience in hydro projects.

In a project they are dumping waste rock inside a valley to allow tailing deposition on one side. The waste rock may include boulders of 1 to 2 feet diameter. The height of the dump would be about 60 m. The client does not mind if water infiltrates through the dump to the d/s. I think nevertheless that the silt up phenomenon would make a seal over time. Could someone direct me to a design manual or methodology. I am familiar with the design of embankment dams with clay core etc but not with a waste dump placed with no compaction.
