Does anyone know if IBC addresses the use of cinder block? I couldn't find a reference in IBC or even ACI 530. I have an existing construction where, once they did some demo for new additions, it was realized that the foundation wall is actually cinder block rather then poured concrete as was shown on the existing structural drawings. Its not even grouted. Our design drawings indicate doweling into the (now absent) concrete foundation wall at some locations but I am not sure if we should/can do the same with cinder block

Chapter 21 of IBC covers all kinds of masonry.

Cinder block, as a by-product, and if still available, may meet the CMU ASTM C90 (Specifications for Load Bearing Masonry Units) and the class/category would depend on the materials properties determined by ASTM C140. They may also be non-Load Bearing.
