I am looking at a document that shows a formula for calculating the compressive strength of a foundation. This document says "Compressive Strength per ACI 14-1" and the formula they use is: P=452(.25(3000)-24(.0066)] = 339 Kips

This is clearly not from ACI318 because chapter 14 is for walls, not foundations.

Does anyone know what ACI 14-1 is or where this formular came from?

This equation is from an older version of ACI, when chapter 14 was used for column design. This change occurred sometime between 1963 and 1977, not sure exactly when.

Anyway, the equation in ACI 318-63 is for axial load of spirally reinforced columns. P=Ag(0.25*f'c + f's*pg), where Ag = gross concrete area, f's = allowable stress in reinforcement, and pg = vertical reinforcement ratio.
