we got issues with our client about our WPS to weld S275JR plate to SA516GR70 plate using WPS Pno 1 to P no 1 base metal range. As S275JR is unassigned material. I supposed welder qualification is not a problem because our welder qualified to weld using 7018 electrode. Welding process doesnt change.

Is that WPS is valid to use on the above base metal. Help me as im new guy and asme code is really complicated.

No, since this base material is unassigned (per Appendix D, Section IX), you must have a WPS that is qualified with this specific Grade for use.
