I have a STL file and I want to use it as "cutting" element. So I am assuming I need to convert the STL data to surfaces. Is there a relatively simple way to do this? If not are there any other suggestions? I do have access to several different work benches such as "STL rapid prototyping", "digitized shape editor", etc. however I have no experience with any of them.

With those workbenches, yes you can, but: What is the .stl about? If at all possible try to get your hands on a .stp instead of having to mess around with Stereolitho files. Even if it is a scan data, usually the scanner software will have functions to automatically "wrap" surfaces around it and export to a .stp or .igs
