How do I restore original constraints when opening a STEP file in Inventor?

The original file is a Pro-E assembly model of an aircraft seat frame. They have shrink wrapped it and emailed it to me as a STEP file. When I open the STEP file in Inventor the constraints are lost. Is there a way to restore the constraints. I accidentally posted this question in another forum and was re-routed here. Any advice would be appreciated.

There is no other way to have constraints go from one program to another program.

Assembly constraints are not part features.
How is this "insane" that no CAD programs will translate proprietary constraint information?
Perhaps you should notify the government and ask them to step in and do something about this.

The proprietary information that is the topic of your original question is the assembly constraint solver and file formatting the CAD company builds into their software product.
They want you to use their product and reject all others.
