I don't know about utility-level, but Magnelab has nice ones.

Ro-Coil at Harrogate, UK would be worth talking to.
They can manufacture custom and semi-custom coils for most
applications and have done some fairly exotic stuff
for very high current and high precision jobs.

Have you tried LEM (www.lem.com). They have offices in WI. We use there stuff in HV applications..
