Hi,
I'm designing a PVC for tank blanket gas, total flow is 250m3/hr. should I design PVC for hundred % flow or less. Flow through RO is 250m3 /hr at1psig.

I think You mean a PCV?

You must design for 100% or more, otherwise You can create a vacuum
The control valve regulates the flow.

You are right, I mean pressure control valve, spelling is changed by automatically.

Thought it was pcv. Normal rule of thumb is not to run a pcv past 70%open at max flow otherwise controllability becomes difficult. Not sure where the ro comes into this.

RO is in case malfunctioning of Pcv or prcv.

Sorry, still doesn't make sense. An ro is a fixed position control valve in essence so if in line will interfere with pcv operation. Max flow will be the max flow through pcv at 100% open. You need to sketch this out and post it.
