What is the definition of force when it is expressed like this. It is written in place of where I enter 10,000N in a stress analysis program but I don't follow how 10,000N translates to 1.e+004 N.

It's called "scientific notation". Look it up on wiki. 1e+4 = 1 * 10^4 = 10,000

It is scientific notation of a type, although I have never seen it written exactly like that (1.e+004N). 10kN is preferred.

I've seen that as input to many an FEA program. They typically use scientific notation, not engineering notation and don't accept prefixes.
