I'm making a new .hol file for dowel holes. I have pretty much everything setup except I can understand how to get the values to displayed as stacked in the callout format.

Here is what I have:
&Pattern_No X &BASIC_DIAM[.4] - &CLOSE_DEC[.4] / (&THREAD FOR A &FASTENER_ID DOWEL)

Is there some special code that will take &BASIC_DIAM AND STACK IT OVER &CLOSE_DEC?

Try using 'superscript' and 'subscript' codes in succession:
@+&BASIC_DIAM@#@-&CLOSE_DEC@#
