As the elastic modulus of Titanium(6Al4V) is lower than steel, will this produce more material movement when manufacturing components.

For example, if I was machining/ heat treating/ processing a thin walled typical aerospace component from Titanium, would it tend to distort and move more easily than if it was made from steel. My concern is that a move to this material will cause dimensional issues.

I know this is not taking into account the residual stress etc in the material, but I was just wondering about the general theory.

If your tooling pressures are high enough to cause distortion, then yes you are correct.
It usually means that you are either not supporting the part well enough or using way too much tooling force.
In most cases the residual stress issues will be greater and dominate your attempts to hold tight tolerances.

One other thing to remember is that Ti may have different modulus in different directions. Depending on the product form and how it was produced The strength and modulus in the longitudinal direction could be 35% different from the transverse values. This should not happen in well made material.
